Hongkong, 24th. June, 1915.

I have the honour to forward a petition from

the Indian members of the Police Force, dealing with the question of "Ration Allowance", Promotion, Pension, Payment of Passage and

Leave of Absence. The petition is very moderate in tone, and it is

to be noted that the petitioners do not ask for any increase in Ration Allowance until the termination of the present war.

As regards "Ration Allowance". This allowance emmaameed in 2009 when all ranks received £l a month. Later on in 1902, 2nd, and 3rd. class constables received $1.50 in place of A. The Indian force has for ranks up to and including Sergeant received no increase in pay for the last 16 years. It is an acknowledged fast that during the last 10 years, the cost of pro-

-visions has gone up very considerably, many of their articles of food have to be imported from gold standard countries and the

value of silver has considerably depreciated. Firewood is anather commodity that has done ales in the last 10 years become consider- -ably dearer. Although the figures quoted in the petition, regard- -ing the increase cost of their staple articles of diet, would not stand careful examination, still it must be admitted that during the last 16 years the increased cost is at least 50%, so that if their rations cost $5.50 fifteen years ago they now cost £8.25.

As te promotion, I would recommend that their

request be granted and that incremental scale of pay be given to Lance Sergeants and Crew Sergeants and that the system of sub- -divisions inte classes be done amy with.
